Introduction

University of Chinese Academy of Sciences (UCAS), formerly known as the Graduate University of Chinese Academy of Sciences (GUCAS), is an innovative university featuring the integration of science and education, postgraduate education and elite undergraduate education. Founded in 2019, Hangzhou Institute for Advanced Study, UCAS (hereinafter referred to as HIAS) is co-organized by Hangzhou Municipal People's Government and UCAS. As a UCAS-affiliated institute and a bureau-level public institution directly under Hangzhou City, HIAS has been included in the first batch of provincial-level new R&D institutions in Zhejiang Province.

As a branch of the Chinese Academy of Sciences on the bank of West Lake, HIAS has inherited and carried forward CAS's traditional advantage of science and education integration and continued to implement the "One Core and Two Wings" development strategy by building itself into a small yet high-quality institute at a high standard. HIAS aims to vigorously introduce high-level teachers from home and abroad and cultivate high-level sci-tech talent, to meet the needs of the world's sci-tech frontier and the demand for national development. It is also committed to driving in-depth industry-university-research integration through sci-tech innovation and facilitating high-quality regional economy and society.

HIAS has 8 schools, 61 professors' studios and 25 research platforms, as well as 14 academicians of the CAS and CAE. It has built 2 provincial and ministerial key laboratories. There are three disciplines of "Engineering", "Science" and "Medicine" for postgraduate students, with 8 professional degree programs.

With the development of talents as the fundamental mission of running a school all the time, HIAS has made great efforts to build a teaching and training system with its own characteristics. It involves the quality science and education resources of CAS in the whole process of postgraduate training in order to cultivate "leaders of the world's frontier science and technology, developers of independent core technology, and drivers of new industrial development". It has become normal for national leading talents represented by academicians Wang Jianyu, Jiang Guibin, Yu Biao, Tang Yong and Li Jinsong to teach in class here. There are also HIAS lectures given by top experts in various fields, and a dual-track approach of "bringing in and going out" of high-quality education resources that radiates more than one million people online and offline. In addition, it cultivates talents in the practice of advanced scientific research projects, including national ones such as the gravitational wave detection in deep space and Antarctic science investigation.

HIAS has always regarded building a teaching and research team composed of top talents as an important support for its construction. With CAS's quality talent resources, it has established a scientific talent attraction system of "full-time + double-employed + postdoctoral" researchers. It has introduced 262 high-level talents including academicians by way of post employment, as well as 115 full-time teaching and research staff of Outstanding Youth Science Fund projects overseas, Zhejiang Thousand Talents Plan and Chinese Thousand Talents Plan. In 2022, HIAS has 15 experts selected as Hangzhou Qianjiang Special Expert, ranking first across this city by number. Its postdoctoral workstation was listed as Typical Postdoctoral Workstation in Hangzhou in 2021 and approved as a national postdoctoral research workstation in 2022. By the end of 2022, HIAS has attracted 223 postdoctoral fellows in three years, ranking second in Hangzhou. HIAS's faculty members have received many honors, including Yang Xuezong's Young Scientist Awards, Yang Xuezhi's Excellence Prize of the CAS President Award, and Wang Xin's sponsorship from the 7th China Association for Science and Technology Young Talent Promotion Project.

HIAS has always taken it as a key measure for development to enhance science and technology innovation, and has conducted high-level scientific research in the four fields of physical optoelectronics, life and health, intelligent technology, and ecological environment. In July 2022, the Compact Krypton Xenon Hall Effect iON Engine (CKX HEiE), with HIAS's Key Laboratory of Gravitational Wave Precision Measurement of Zhejiang Province as a co-developer, carried Lijian-1 solid-propellant rocket that was independently developed by CAS into its scheduled orbit. In October 2022, the space narrow linewidth laser and the optical frequency comb (a femtosecond laser) for space application, which took HIAS three years to co-develop, realized successful liftoff with theMengtian lab module.In addition, the metabolic chamber introduced by Key Laboratory of Systems Health Science of Zhejiang Province is a key facility in the field of international metabolic frontier research, filling the gap in precision nutrition research in Zhejiang. By the end of 2022, HIAS has undertaken 143 research projects at the provincial and ministerial levels and above, and won competitive funding contracts worth about RMB 260 million. Among them, the funding rates of projects from the National Natural Science Foundation of China (NSFC) in 2021 and 2022 were 29.87% and 22.69% respectively, both higher than the national average funding rates. A total of 141 papers have been published in Nature and other top journals with HIAS as the first signatory.

HIAS has always considered it a key task of construction to promote the transformation of research findings and striven to drive economic and social development through such transformation. It has invested a lot in the creation of "one park and five districts" to establish an interdisciplinary, cross-disciplinary, collaborative, and innovative gathering ecology of "incubation + industry". HIAS has launched the Science and Technology Innovation Brain platform to focus on building an online smart sci-tech engine. So far, this platform has renamed Hangzhou Digital Intelligence Platform for Talent Science and Technology Innovation, an municipal application platform in Hangzhou. HIAS has served as the co-organizer of the 2022 Hangzhou International Human Resources Exchanges and Cooperation Conference, the organizer of the "2022 CAS Science Festival · Hangzhou West Lake Shell and the 2nd Sci-Tech Industry and Finance Conference of HIAS, UCAS", and the co-starter of the "Hangzhou New R&D Institutions Alliance" as executive director. There are also five professional incubators, with expert advisory groups composed of deans of schools and academicians. It has established the Industrial IOT Industry Research Institute with MOLBASE, the Biological Medicine Joint R&D Centre with Hangzhou Bio-Sincerity Pharma-Tech Co.,Ltd., the Precision Nutrition Research Center with BYHEALTH, and the Photoelectric Intelligent Perception Institute with the local government. We have accepted 218 patent applications, reserved more than 40 transformable projects, and released the first issue of HIAS'sHandbook of Science and Technology Innovation and Achievement Transformation. Our teachers and students have made many achievements in innovation and entrepreneurship competitions, including the gold award in the 8th and the bronze award in the 7th China International College Students' "Internet+" Innovation and Entrepreneurship Competition, with nearly 20 awards at or above the provincial and ministerial levels.

According to the instructions of CPC Hangzhou Municipal Committee and Hangzhou Municipal People's Government, HIAS has made elaborate plans and formulated theThree-Year Action Plan (2023-2025) of HIAS, UCASbased on the actual development of HIAS and the economic and social development needs of Hangzhou. Guided by this action plan, HIAS will make full efforts to implement six actions, including high-level talent training, high-quality sci-tech innovation, high-level teacher introduction and education, high-efficiency industry transformation, high-level platform construction, and high-level international cooperation.

In the future, HIAS will further study and implement the requirements of "Pioneer in Four Aspects" and "Acceleration in Two Aspects and One Effort" put forward by General Secretary Xi Jinping to CAS, and strive to become a new type world-class teaching and research institution with Chinese characteristics. While cultivating new sci-tech talents and making sci-tech innovations, HIAS will play an active role in the construction and development of the Hangzhou Chengxi Sci-tech Innovation Corridor, and help Hangzhou to accelerate its development into a reservoir of global talents, the first choice for the transfer and transformation of sci-tech achievements, a comprehensive national science center, and a world-class modern socialist metropolis.
