Recently, the Department of Science and Technology of Zhejiang Province released theAnnouncement of the List of New Provincial R&D Institutions to be Accredited in 2020, and HIAS was selected asone of the first new provincial R&D institutions in Zhejiang Province.

                   New R&D Institutions

New R&D institutions are innovation carriers supported by China, and new platforms that gather high-end talents and scientific and technological resources, attract high-level innovation groups, carry out key technological innovation, and accelerate the transformation of scientific and technological achievements. They play an important role in supporting industrial transformation and upgrading. The new R&D institutions in Zhejiang Province aim at building the world's leading edge of science and technology and Zhejiang's three scientific and technological innovation highlands of "Internet +", life and health, and new materials, and closely follow the upgrading of traditional industries and the cultivation of future ones, so as to create a high-level innovation carrier that can not only solve the key core problems of basic research, but also provide scientific and technological support for industrial innovation.

Since in September 2020 the Department of Science and Technology of Zhejiang Province issued the Notice on Organizing the Application of New R&D Institutions in Zhejiang Province in 2020, HIAS has responded positively and carried out the application quickly. Led by the Researchand Development Department(The International Affairs Office), according to the requirements for the application of new provincial R&D institutions, the application documents have to be condensed based on 6 aspects, including "building a diversified innovation investment system", "gathering first-class innovative talent groups", "undertaking major scientific research tasks", "building a collaborative and linked innovation system", "unblocking the channel for the transformation of scientific and technological achievements" and "in-depth integration into the global innovation network". After being reviewed by the Department of Science and Technology of Zhejiang Province, HIAS was officially approved as the new provincial R&D institution.

Co-hosted by Hangzhou Municipal People's Government and the University of Chinese Academy of Sciences, HIAS, as a branch of the Chinese Academy of Sciences system by the West Lake, will inherit and carry forward the distinctive systems of scientific research, talent training, and innovation and entrepreneurship of the Chinese Academy of Sciences and the University of Chinese Academy of Sciences. In addition, it will implement the deep science-education integration mode of the colleges under HIAS undertaken by relevant scientific research institutes of the Chinese Academy of Sciences system. Facing the development of cutting-edge science and technology in the world and focusing on the major needs of the country and the regional economic and social development, HIAS will take the supporting technological breakthrough of the "fourth industrial revolution" as its mission, cultivate new scientific and technological talents, make new progress in science, and drive industrial development.

After being recognized as the new provincial R&D institution, HIAS will closely follow its development goal. That means it will face the world's scientific and technological frontier, focus on the major development strategic needs of the country and Zhejiang Province, actively explore new models from original innovation to industrialization, and carry out forward-looking and leading scientific and technological research and key generic technology research. Besides, HIAS will focus on three major fields, including "physical information", "life health" and "intelligent technology" and build a new teaching and research institution which is small yet refined with a high starting point and the integrated development of science and innovation.
