On April 18, the Kick-off Meeting for the Construction of the Key Laboratory of Gravitational Wave Precision Measurement of Zhejiang Province (Cultivation) and the First Academic Committee Meeting of Taiji Laboratory were held at the Hangzhou Institute for Advanced Study (HIAS), UCAS.
Academician Hu Wenrui of the Institute of Mechanics, Chinese Academy of Sciences (CAS), Academician Wu Yueliang of University of Chinese Academy of Sciences, Academician Wang Jianyu, President of HIAS, Academician Cai Ronggen of the Institute of Theoretical Physics, CAS, Academician Zhu Shiyao of Zhejiang University, Academician Ma Yugang of Fudan University, Professor Bao Hujun, Deputy Director of Zhejiang Lab, Professor Liu Xu of Zhejiang University, Research Fellow Kang Qi of the Institute of Mechanics, CAS, Research Fellow Dai Ning of the School of Physics and Optoelectronic Engineering, HIAS, Research Fellow Geng Chaoqiang of School of Fundamental Physics and Mathematical Sciences, Professor Zheng Chonghui, Executive Vice President of HIAS, and Lou Liqun, a member of the Leading Party Members' Group and Chief Engineer of Hangzhou Municipal Science and Technology Bureau, attended the meeting on the spot. Academician Zhu Shining of Nanjing University and Academician Chang Jin of the National Astronomical Observatories, CAS attended the meeting online. Shen Wei, Director of the Office of HIAS Preparation Leading Group, presided over the meeting.
Zheng Chonghui expressed his sincere gratitude and warm welcome to all the guests present. He introduced the current situation of teaching research and laboratory construction in HIAS. As the core support platform for the Space-Borne Gravitational Wave Detection Program "Taiji", Taiji Laboratory is not only a powerful carrier of scientific and technological innovation with great influence in the "135" Development Plan of HIAS, but also a new engine for leading important scientific discoveries and major cutting-edge technological breakthroughs. The laboratory will focus on serving the "Taiji" Program and is committed to providing comprehensive support for the "Taiji" Program in the fields of science, technology and management. Zheng Chonghui pointed out that both Zhejiang Province and Hangzhou City are vigorously promoting scientific and technological innovation and development. He believed that with the joint efforts of all guests, this meeting will gather momentum to promote the high-quality development of the laboratory, further utilize the new advantages of Zhejiang's innovation-driven development, and empower Hangzhou to accelerate the building of an innovation center that "faces the world, leads the future, serves the whole country and drives the development of the whole province".
Lou Liqun congratulated HIAS on the progress made in the development of the Taiji Laboratory and said that the support of the CAS and UCAS is inseparable for Hangzhou to build a science center and an innovation center. As a high-level scientific research institution and infrastructure in Hangzhou, the construction of Taiji Laboratory will surely help Hangzhou to build a comprehensive national science center and a regional innovation center in the future. Hangzhou Municipal Science and Technology Bureau will continue to support HIAS to build a national strategic science and technology strength and provide a comprehensive guarantee for the construction of key laboratories. In the future, it is hoped that HIAS will make new breakthroughs in science and technology and laboratory construction, and make due contributions to the development of science and technology platforms, industrial agglomeration, innovation sources, and the enhancement of scientific and technological influence in Hangzhou.

Later, the Inauguration Ceremony and the Letter of Appointment Award Ceremony were held. Academicians Hu Wenrui, Wu Yueliang, Wang Jianyu and Cai Ronggen unveiled the Taiji Laboratory for Gravitational Wave Universe (Hangzhou) and the Key Laboratory of Gravitational Wave Precision Measurement of Zhejiang Province (Cultivation). The Academic Committee of the Laboratory issued the letters of appointment to its members, and Academician Wu Yueliang, Director of the Laboratory, issued a letter of appointment to Academician Wang Jianyu, Director of the Academic Committee; Academicians Wu Yueliang and Wang Jianyu jointly issued a letter of appointment to Hu Wenrui, Honorary Director of Academic Committee; Academician Wang Jianyu issued letters of appointment to 9 people including Academician Zhu Shiyao.

A gravitational wave is a kind of material wave produced by the violent movement and change of matter and energy. It can be used to study the origin of dark or invisible celestial bodies and the universe such as black holes, and has great prospects for scientific discovery. Therefore, mastering the first-hand data of gravitational wave detection is crucial to support China to make breakthroughs in gravitational wave physics, gravitational wave astronomy and cosmology, and seize the commanding heights of international gravitational wave research. In 2019, the "Taiji-1" satellite was successfully launched, marking that China has taken the first step in space gravitational wave detection. It was selected as one of the "2019 China's Top Ten Scientific and Technological Progress News" by academicians of the Chinese Academy of Engineering and CAS and one of the major scientific and technological achievements in the first phase of the "Pioneer Initiative" of CAS, laying a foundation for China to take the lead in making breakthroughs in space gravitational wave detection.
In order to achieve the goal of launching three "Taiji" satellites by 2033 and taking the lead in making breakthroughs in space gravitational wave detection, the CAS has put forward a three-step strategic planning for the development of the "Taiji" Program after years of accumulation and preparation. As an important branch of the CAS system in Hangzhou, Zhejiang Province, HIAS, UCAS build the Taiji Laboratory with the mission of facing the frontier of fundamental science and serving the major strategic needs of the country. The Laboratory will focus on serving the "Taiji" Program and providing comprehensive support for the "Taiji" Program in aspects of science, technology and management.
At present, Taiji Laboratory has been supported by the Strategic Pilot Project (Class A) of the CAS, the major project of the National Natural Science Foundation of China and the national key R&D program, and entered the sequence of "Key Laboratory of Gravitational Wave Precision Measurement of Zhejiang Province (Cultivation)" in 2020."The main task of the Laboratory is to carry out ground research on key technologies of space gravitational wave detection, thus laying an important technical support for the implementation of the space gravitational wave detection project in the next stage." According to Research Fellow Luo Ziren, Deputy Director of the Laboratory, the operation and construction of the Taiji Laboratory are aimed at solving the basic research platform for the mega-science project in the field of fundamental physics urgently needed by China at present, and carrying out ground verification for China's future gravitational wave detection, gravitational universe, research on basic problems of quantum physics, deep space communication relay, Mars exploration, deep space positioning network, space ultra-precision measurement experiments, massive data acquisition and analysis, etc. At the same time, it can also meet the scientific needs of weak force field measurement, space quantum experiment, inertial navigation, high-precision satellite platform and other application fields.
"As the most cutting-edge science and technology in the world, space gravitational wave detection has a wide and profound application prospect. The implementation of the Laboratory will attract a large number of high-end talents to Hangzhou and make due contributions to the economic and social development of Zhejiang, especially in the field of fundamental research and application." According to Academician Wu Yueliang, the Laboratory will make unremitting efforts to become a national key laboratory.
