The First HIAS, UCAS Conference for Science and Technology Innovation, Industries and Finance Unveiled to Offer Solutions to Accelerating Industry-university-research Integration

On May 11, the 2021 HIAS, UCAS Conference for Science and Technology Innovation, Industries and Finance kicked off at Cloud Town. A cluster of big shots from enterprises, universities and research institutes has participated in this conference, providing a high-level discussion on the topic of science and technology innovation, industries and finance.

Under the guidance of the Talents Office of the Organization Department of the CPC Hangzhou Municipal Committee and the Hangzhou Municipal Science and Technology Bureau, the conference has been sponsored by the Hangzhou Institute for Advanced Study (HIAS), UCAS and organized by the Talents Office of the Organization Department of the CPC Xihu District Committee, the Science and Technology Bureau of Xihu District, Hangzhou, the Hangzhou Cloud Town Management Committee and the HIAS Center for Innovation, Entrepreneurship and Industrial Incubation.

Attendees at the conference include Xu Weihua, a member of the Standing Committee of the CPC Hangzhou Municipal Committee and Deputy Mayor of Hangzhou Municipal People's Government, Dong Junshe, Executive Deputy Secretary of the Party Committee and Vice President of UCAS, Chen Jian, Deputy Director of the Organization Department of the CPC Hangzhou Municipal Committee and Executive Deputy Director of the Talents Office of the Organization Department of the CPC Hangzhou Municipal Committee, Zhou Yang, Secretary of the Leading Party Members' Group of the Hangzhou Municipal Science and Technology Bureau, Dong Yumin, Deputy Secretary of the CPC Xihu District Committee and District Mayor, Wang Jianyu, President of HIAS and Academician of the Chinese Academy of Sciences (CAS), Ma Lisong, Secretary of the Party Committee of HIAS, and Zheng Chonghui, Executive Vice President of HIAS. Wang Jianyu, Dong Yumin, Dong Junshe, Xu Weihua and other leaders at all levels have delivered speeches.

There have been nearly 500 people present on site, including leaders of relevant departments of Hangzhou, the talent offices of districts and cities (their Party committees), science and technology bureaus, investment promotion bureaus and other relevant agencies, representatives of CAS's institutes, representatives of Hangzhou's universities, representatives of CAS's institutions in Hangzhou, representatives of well-known enterprises and famous investment institutions, and heads, professors and students from secondary schools and functional departments of HIAS. They have witnessed how HIAS fully utilizes its advantages in science and education integration to build an innovation mode requiring coordinated development of a wide range of entities, such as science and education institutions, enterprises, governments, financial institutions, innovation platforms and non-profit organizations, and to solve the last-phase problem of the transformation of scientific and technological achievements, thus improving the regional independent innovation ability.

Wang Jianyu, President of HIAS, delivered a keynote speech entitled "Cross-sectoral Integration—Creating a Healthy and Sustainable Ecology for Scientific and Technological Innovation and Industrial Incubation". He said, "with the rapid development and application of emerging technologies and the increasingly blurred boundaries among industries, ‘cross-sectoral integration’ has become one of the most prominent and key features of the new round of scientific and technological revolution. The so-called cross-sectoral integration does not simply mean to span two or more different fields. Instead, its core is to enable the mutual penetration and integration of the existing industrial fields and scientific and technological resources, talent resources and other factors to realize the extension of or breakthroughs in the industrial value chains, with new demand as the driving face and new technologies and new platforms as the bases. Thus, new characteristics, such as factor reorganization, mutual penetration and magnification of advantages, will be provided. Moreover, HIAS's layout and efforts in building a healthy and sustainable ecology for scientific and technological innovation and industrial incubation, gathering resources for scientific and technological innovation and local industrial transformation and upgrading, and injecting impetus to the optimization of the regional economic structure are reflected in detail from the four aspects of talent, disciplines, resources and platforms."

"It has been two years since the official inauguration and settlement of HIAS in Xihu District," said Dong Yumin, Deputy Secretary of the CPC Xihu District Committee and District Mayor. He added, "UCAS is the top institution with the largest number of academicians of the Chinese Academy of Sciences or the Chinese Academy of Engineering and the highest peak in the Chinese scientific community. As an important branch of UCAS, HIAS closely bases itself on the current development needs of China and features a unique charm in the integrated development of science and education. Particularly, its key laboratories, like the Taiji Laboratory for Gravitational Wave Universe (Hangzhou), have made important contributions to the country's pursuit of the space dream. Hearing that UCAS has chosen to establish HIAS in Cloud Town, Xihu District, we feel so honored and are ready to take on our responsibilities. As the corresponding district government, we will, as always, provide all-around and considerate services for HIAS. We will take active steps to ensure infrastructure construction and make targeted and refined plans for talent guarantee. We will make every effort to improve the supporting environment and create a more beautiful landscape for the development of HIAS."

Dong Junshe, Executive Deputy Secretary of the Party Committee and Vice President of UCAS, said, "To better transform the sci-tech strength into the country's momentum for development has always been the ultimate goal of CAS and UCAS." Since the implementation of the First Action Plan in 2014, CAS has always adhered to its mission and positioning as a national strategic sci-tech force. A number of major original achievements have been generated, many breakthroughs in key and core technologies have been achieved and a batch of high-tech enterprises have been incubated. As of 2020, through the CAS system's achievement transfer and transformation, social enterprises had gained cumulative sales revenues of more than RMB 2.4 trillion and created nearly RMB 300 billion of newly added profits and taxes. Keeping pace with CAS's development, UCAS will also make an important strategic plan of promoting the transfer and transformation of scientific and technological achievements, to improve scientific research strength and enhance the ability to serve society.

As a new integrated institution for scientific research, education, innovation and production jointly built by Hangzhou and UCAS, HIAS will continue to improve the quality and efficiency of local socio-economic development by pooling together the strong scientific and technological resources of CAS. With the successful establishment of the innovation and entrepreneurship and industrial incubation base in HIAS and the release of the science and technology innovation brain, strong carrier support will be provided for innovation and entrepreneurship and the transfer and transformation of scientific and technological achievements. The building of a development path featuring integrated integration of the government, enterprises, universities, and research institutions will be sped up to help realize the beautiful vision of utilizing science and technology to build the city, promote industries and benefit the people.

Xu Weihua, a member of the Standing Committee of the CPC Hangzhou Municipal Committee and Deputy Mayor of Hangzhou, said, "Integrating science and technology innovation, industries and finance is the golden name card of Hangzhou." According to Xu Weihua, HIAS, an important science and technology innovation platform introduced under the support of Hangzhou's project for famous universities, colleges and research institutes, has settled in Hangzhou for more than one year. In this short period, efforts have been made to systematically improve its scientific research layout, gather high-quality talent resources as per high standards, and innovatively establish a graduate education and training system with HIAS's characteristics. The HIAS Center for Innovation, Entrepreneurship and Industrial Incubation has been set up through the effective integration of CAS's scientific and educational resources in the Yangtze River Delta region. It is hoped that HIAS will continue to make breakthroughs in key and core technologies in terms of cutting-edge research, talent training, transfer and transformation of scientific and technological achievements, to provide more high-quality scientific and technological innovation results. More steps will be taken to make the HIAS Center for Innovation, Entrepreneurship and Industrial Incubation grow more robust, better and stronger, and promote the rapid large-scale application and iterative upgrading of new technologies. Hangzhou will continue to improve the ecosystems of scientific and technological innovation and talent development, continuously stimulate innovation and creation vitality and build a stage for scientists and scientific and technological workers to show their talents. The city will continue to support the construction and development of HIAS and work with the latter to jointly usher in a new chapter.

"104 research institutes, 4 universities and colleges, 103 national key laboratories and engineering centers, 832 top expert resources, and shared instruments and equipment worth more than RMB 11 billion; more than 1,000 sci-tech industrial parks, more than 6,000 industry experts, 160 million pieces of enterprise information, more than 10,000 investment institutions, and more than 100,000 pieces of investment and financing information..." Such data showing on the large screen has caught the attention of guests and visitors present on the spot. Under the joint efforts of HIAS, Beijing National Technology Transfer Center of CAS, and the first-batch co-constructors—the People's Government of Xihu District and the Hangzhou Cloud Town Management Committee, HIAS's first big data intelligent management platform—Science and Technology Innovation Brain—has been officially unveiled.

Based on the industrial chain data resources of CAS and the Yangtze River Delta region, the HIAS Science and Technology Innovation Brain platform strives to integrate various science and technology innovation data resources by exploring and using big data, artificial intelligence, blockchain and other new-generation information technologies, to serve the needs of different groups of users. It can enable targeted matchmaking between the needs of scientists, entrepreneurs, the government/parks, science and technology innovation personnel and investment institutions and its resources, promote the sharing of scientific and technological resources, and accelerate the integrated development of the government, enterprises, universities and research institutes. Meanwhile, the platform has been connected to TreeQNet, HIAS's first scientific research big data bank. By building a tumor treatment database and discriminant models based on omics big data, TreeQNet will include data about more than 20 kinds of common malignant tumors in Chinese and be added with a treatment discrimination function. At present, the completion of the first multi-omics integration map related to colon cancer metastasis in Chinese has resulted in a new method to study the personalized use of cancer drugs, a better one than genome analysis. In the future, the Science and Technology Innovation Brain will accelerate removing various barriers that hinder the transformation of scientific and technological achievements. It will expedite the process of making technological breakthroughs from scratch to expand the new technologies' application from one industry to "N" industries. It will serve the transfer and transformation of scientific and technological achievements, support the integrated development of scientific and technological innovation in the Yangtze River Delta region, assist Zhejiang Province in realizing digital reform and construction, and promote the development of the region's high-tech industries.

In addition to the Science and Technology Innovation Brain that has been newly released to provide online services of scientific and technological achievement transformation, the unveiling ceremony of the headquarters area of the HIAS Science and Technology Innovation Park has also been held on site. An interdisciplinary and cross-regional collaborative incubation platform will be built through a model featuring both online and offline incubation.

HIAS's next move is to realize the deployment of "One Core and Multiple Wings" by constructing the headquarters area of the HIAS Science and Technology Innovation Park in Xihu District and national innovation and entrepreneurship demonstration bases in other districts and counties. Through the establishment of a science and technology innovation park and incubation platforms featuring "one service headquarters + multiple vertical bases" and "an online intelligent engine + offline in-depth matchmaking services", HIAS will establish an interdisciplinary and cross-regional collaborative incubation platform. The incubator will continue to provide one-stop supporting services for technology-based companies with commercial value, with an aim to form an innovation and entrepreneurship service model with HIAS's characteristics and lead the region's economic transformation and upgrading.

At the conference, HIAS, MOLBASE, Shenzhen Zhongxing Environmental Protection Group Co., Ltd. and Zhejiang Institute of Advanced Technology, Chinese Academy of Sciences signed a strategic cooperation framework agreement on the establishment of "HIAS-MKD.US Industrial Internet of Things Industrial Research Institute" to jointly build the industrial IoT application system. All parties will give full play to their respective advantages to achieve a strong alliance, mutual benefits and common development. The project is a university-enterprise application-based R&D platform that combines HIAS's interdisciplinary scientific research technologies and the strength of market application subjects. The plan for the project is to promote the forward-looking, systematic and strategic overall architecture research on high-end intelligent sensors and IoT application technologies through three years of construction. The completed project will improve the construction of digital infrastructure and the application and standard design of key technologies and solutions for the industrial network system architecture featuring interconnectivity in industry, business and sectors, and provide technical support for construction, planning and comprehensive application in various industries.

The Release Ceremony of the List of HIAS's First Batch of Industrial Consultants, Innovation and Entrepreneurship Mentors and Ecological Partners has also been held at the conference. There are 26 industry leaders selected as the talent in the three industries promoted by HIAS. In the future, they will establish mentorship with postgraduate students. A postgraduate education and training system featuring the in-depth integration of enterprises, universities and research institutes will be established by linking and bridging industrial needs and talent training in many ways, like working with enterprises to build training bases.

They will shoulder missions and gather strength to set out again. Themed on "Integrated Development of Science, Education, Innovation and Production", the conference fully demonstrates HIAS's efforts to build a display platform for the development concept of scientific research, education, innovation and production, an exchange platform among the government, enterprises, universities and research institutions, and a link platform for technology, talent, capital and market resources. The conference showcases HIAS's layout in serving Hangzhou's economic and social development and the innovative concept of fostering a coordinated development of multiple entities, such as science and education institutions, enterprises, the government, financial institutions, innovation platforms and non-profit organizations. It represents HIAS's vivid practice of intensively participating in Party history learning and education, serving the high-quality economic and social development of Hangzhou, and bravely shouldering the great responsibility of national rejuvenation under the leadership of the CPC Hangzhou Municipal Committee, the Hangzhou Municipal People's Government and UCAS.
